Role of the Police of the Czech Republic in the System of Crisis Management

This bachelor paper which is divided into two parts – theoretical and practical - brings out involvement of Police of the Czech Republic into the system of our state´s crisis management. Theoretical part is turned to the questions of crisis management, joint rescue system and to the tasks subserved within this system by Police of the Czech Republic, namely with inclusion of gadgetry serving for securing of this security organization´s crisis preparedness. Practical part more closely describes working and organizational structure of concrete police crisis management departement. Analysis of this departement´s working subserves as the base for concluding valuation of police crisis departements´ contribution to functional service.

The special incidents with physical attacks and modern trends of self-defence in the case of the Police Czech Republic in the South Bohemia region

The bachelor thesis is aimed at assessing whether the members of the Police of the Czech Republic in the South Bohemian Region are prepared to effectively defend themselves during extraordinary incidents with physical attacks. The thesis highlights the need for high-quality police training. The offender's behaviour is often unexpected, violent or even lethal. Every second is critical during the attact. In the theoretical part of the bachelor thesis, I deal with the Police of the Czech Republic, concepts of extraordinary events and self-defense. At the end of the theoretical part I describe chosen chapters of the Criminal Code, psychology, an attack and highlight some achievements of the police officers. The qualitative research makes a practical part of the thesis. Its main objective is to assess whether the police members of the Czech Republic in the South Bohemian Region are prepared to effectively defend themselves during extraordinary incidents with physical assault. As the main research method, I chose structured interviews that I conducted with members of the Police of the Czech Republic from the South Bohemian Region and instructors of the service of the Police of the Czech Republic. Based on a research survey, I found that the police are not sufficiently prepared for self-defense, and the knowledge of modern elements of self-defense is minimal. Finally, I summarize my entire thesis, evaluate the acquired knowledge and recommend some solutions and ways of preparation. I also explain why it is important to solve this issue and to prepare police officers to deal with emergencies concerning physical attacks. Good preparedness can help reduce the number of injuries or deaths of police officers in the service. Prevention and readiness are the basis for successful coping with the attack.

A study of the timing and correlation of deploying selected back up Czech Army forces during non-military crisis situations

The main task of the Integrated Rescue System is to ensure the safety of people and reduce the impact of extraordinary incidents on people, property and the environment of the Czech Republic. In the event that the incident exceeds its range of capabilities and the effectiveness of the main elements of the Integrated Rescue System, which is the Fire Brigade, Police of the Czech Republic and the Emergency Medical Service and is in accordance with current legislation and the central alarm plan, the Czech Army can also be involved. It is possible to say that in the instance where an extraordinary incident may arise, if necessary, the Army of the Czech Republic and its earmarked forces can provide the necessary support to the main elements of the Integrated Rescue System. Therefore it follows that by including the Army of the Czech Republic amongst all other elements, it ensures that the Army of Czech Republic participates in the operations of the Integrated Rescue System but only at the time when it is of a greater extent and only in the event, where the extent or period of duration of the extraordinary incident lead to a declaration of a third or emergency level of alarm. For example, in the strengthening of the Integrated Rescue System in rescue work during natural disasters of a greater magnitude. It participates in these cases, especially in saving human life, in the evacuation of people from affected areas and also on the initial liquidation of consequences in cases where it is necessary. The research group in statistical inquiries of this work is therefore made up of members from the active reserves of the Army of the Czech Republic. I gathered basic data from report spreadsheets to a senior level regarding fulfilment and staffing levels of table positions in the structure of active reserves, according to their individual locations. Another source was the electronic database of the Information System for planning the mobilization of the Army of the Czech Republic, within the framework of the functionality of its subtasks; it is possible from RESOURCES (filter setting data) to obtain data on the distribution of members of the active reserves according to individual military and individual functions. From the perspective of correlation regression, this division is important, given that within the statistical part of the work the research files are also divided according to functions, which, if realized by the members of the active reserves were for the Integrated Rescue System beneficial and applicable. The hypothesis of the statistical research of this study is: "The number of Czech citizens in the mandatory reserve Army of the Czech Republic available for deployment within ACR in a state of emergency is inadequate ". This hypothesis under investigation emerged from my professional curiosity and also from the many discussions and polemics discussed with my professional colleagues and friends from the general public and with members from the ranks of active reservists. The purpose of the above-defined hypothesis was to verify whether there is a sufficient number of citizens in the mandatory reserve Army of the Czech Republic, who would be available for deployment in the Army of the Czech Republic during the announcement of the state of a non-military crisis. Due to current legislation and in particular the postulate on which it is based, namely that active service in the Armed Forces of the Czech Republic in peacetime is purely voluntary, from whereby citizens of the so-called mandatory reserve are deployable and from which only those citizens who voluntarily undertook conscription, therefore, become members of Active backups. Research hypothesis, indicates that the number of selected - active reservists is insufficient, given that the overall capacity over the long term is moving on average around 50% of the total planned numbers and was provided by the simple knowledge of the issue.

The statistical investigation of time and economical development of the extraordinary incident kind selected

This dissertation called The Statistical Investigation of Time and Economical Development of the Extraordinary Incident Kind Selected deals with traffic accidents on roads within the Czech Republic. The goal of this work is to investigate a time and economical connection of traffic accidents. The theoretical part specifies basic terms which are related to road transport in the Czech Republic and which are mainly based on valid laws in the field of road transportation. There is also deeply analysed the term "traffic accident" which has to gain specific features in order to be classified as a traffic accident. Subsequently, there are also presented and discussed the most common causes of accidents. Impacts of economic damage to the state budget were described by a certified methodology for calculating losses from a traffic accident rate on roads. Within possibilities of a bigger kind of an extraordinary incident during which emergency could be announced, there is described a system of crisis management in transport and an operation of Crisis Management Department of the Ministry of Transport. In the last section of the theoretical part there are summarized the basic methods of descriptive and mathematical statistics which were used for processing of the practical part of the dissertation. In the practical part three hypotheses were being tested based on the collected data, which was drawn from statistical yearbooks of a traffic accident rate published on the website of the Police of the Czech Republic. The methodology provides basic methods of descriptive and mathematical statistics to whom the gained data has been subjected. To verify the hypothesis H2 the amounts of damage per a time unit have a distribution close to the normal distribution. It was used within the mathematical statistics of nonparametric testing of hypothesis. Through the non-parametric testing was allowed to prove normality of damage amount in traffic accidents in the period 2009 - 2013. For verification of the hypothesis H1 number of traffic accidents and the amount of damage are positively correlated and hypotheses H3 time development of traffic accidents per one time unit can be expressed by linear regression with negative correlation. Simple linear and correlation dependence was used in the context of mathematical statistics. The aim of the hypotheses H1 and H3 mentioned above was to find out a kind of regression, depending on given statistical features, to find suitable regression function and to determine tightness of correlation using an appropriate coefficient. A negative correlation coefficient was calculated for the hypothesis H1 so it was rejected. This result is possible to comment on the fact that, although there is less material damage, the number of incidents in particular time units does not reflect this fact. For the hypotheses H3 we can conclude that traffic accidents have been declining in a longer time interval and this leads to fulfilment of the goal of the national road safety strategy 2011 - 2020. For the short time period 2009 - 2013 it is not possible to come to the same conclusion and the hypotheses H3 has to be rejected. In the context of a deeper research of the impact of economic damage to our state, it would be good to work e.g. with the amount of money which insurance companies have to pay to persons involved in an accident. We could also work with the amount of costs which the state has to spend on activities of organs of emergency service for dealing with all consequences of any emergencies associated with an accident. Determination of the total amount of economic damage from a traffic accident rate and from a number of traffic accidents helps us to realize the seriousness of this issue. Just as other indicators of traffic safety, economic damage and a number of traffic accidents are important indicators of prevention and effectiveness of traffic-safety measures.
The position and function of municipal bodies in prepare for emergencies and crisis situations.

One of the duties of each municipality, regardless of the size of the administrative territory, number of citizens or type, is to protect its population against imminent danger, i.e. to be duly prepared for solution of extraordinary or crisis incidents that can affect the municipalities. I have chosen the name of the thesis, "Place and role of municipality bodies in preparation for extraordinary incidents and crisis situations" mainly due to the fact that, according to my experience, the area of safety is neglected and underestimated, or postponed, or the municipality bodies deal with this issue only marginally. Municipalities with extended competence or bigger municipalities have some advantage as they are better equipped in terms of staff, professionalism and material and a lot of tasks within preparation for extraordinary incidents and crisis situations are performed, for their benefit, by regional fire brigades. The first goal of the thesis consists in presenting the principles of working of the municipality and its bodies, in defining the duties and competences of the municipalities in extraordinary incidents and crisis situations. It consists further in drawing up a basic summary of legislative tools of territorial self-government units and their essential position within crisis management and safety system of the Czech Republic. The second goal consists in evaluating the crisis potential of the administrative territory of the municipality of Loučovice under use of crisis plan of the South Bohemian Region and of the crisis plan of the municipality with extended competence, Český Krumlov. The following research question was created to fulfil the goals of the thesis: Do risks and tasks of the municipality constitute a motive for the municipality bodies to elaborate a crisis preparedness plan? To answer the research question, I made use of specialized literature, lectures and legal standards. That allowed characterizing the public administration system with focus on the competence of territorial self-government units and their bodies when preparing for and dealing with extraordinary incidents. Subsequently, the safety risks of the municipality of Loučovice in case of potential danger to its territory were evaluated, and the acquired information served as base to elaborate a draft of crisis preparedness plan, as one of indispensable parts of crisis management, i.e. planning. The dangers and their causes were identified under use of the crisis plan of the South Bohemian Region, of the crisis plan of the municipality with extended competence, Český Krumlov, and of the extract from the plan of actions for protection of citizens under the Lipno I and II Dam against special flood for the municipality of Loučovice. Further important information was acquired thanks to the cooperation of the Fire Brigade of the South Bohemian Region, the employees of Povodí Vltavy, s. p., and from archive documents of the municipal authority. The own data collection served to elaborate a comprehensive document with a list of the most important tasks of self-government in preparation of and dealing with extraordinary incidents and crisis situations that will be used as a manual for the mayor and the bodies of the municipality of Loučovice within expansion of knowledge in the area of preparation for and dealing with extraordinary incidents and crisis situations. The practical part of the thesis includes the crisis preparedness plan of the municipality of Loučovice that can be used in case of emergence of and dealing with a crisis situation on the territory of the municipality. At the same time, the plan will be used for training of employees of the municipality and for familiarization of corporate bodies and citizens with the character of potential danger.
Preparedness of medical rescue service in South Bohemian coutry for solving emergency situacions

The frequency of emergency incidents and the expanding spectrum of all possible mass casualties require preventive and safety precautions and fast professional respond to their occurrence. Emergency prevailing medical complication requests from Medical Rescue Service providers a different attendance to intervention than is usually requested in their daily routine activities. Daily routines of Medical Rescue Service providers include medical treatments of one or two patients using urgent care medicine methods, which present a full medical treatment to a particular patient from the first contact to their handing over to other medical services providers. In emergencies with mass casualties? incidence, it is impossible to attend one particular patient at a time, but it is necessary to adjust priorities in medical attendance to patients in dispatch and as well to transfer all patients to other medical service provider facilities. Shall there be an emergency with mass casualties, there are few concomitant circumstances in their solving, and these are: lack of time for decision making and rescue works co-ordination, panic, delay in treatment and transport of patients to other medical facilities. Especially at the rescue work start of all integrated rescue system units, forces and equipments are insufficient, as for example lack of professional medical staff, rescuer and medical equipment including medicaments. The ration of rescue forces and medical equipment to a number of patients optimizes in following process, when a successful outcome is conditioned by the rescue work in the first thirty to sixty minutes. It is, thus, very important to paying attention to the organization and control of rescue works of all integrated rescue units right from the start. An intergrated rescue system is mentioned in theoretical part of the thesis. On the strenght of valid legislation, the provider of Medical Rescue Service is generally described, particularly focused on preparedness and solving of emergency incidents by the Medical Rescue Service of South Bohemia. Furthermore, the organisation trauma plan,the START asset classification of casualties with the follow-up method using identification and sorting cards (medical classification) are described. The theoretical part of thesis is closed up by an outlined exterior emergency plan of the nuclear power plant Temelin with focus on its trauma plan related to the Medical Rescue Service of South Bohemia activities solving emergency situation in the connection with an outflow of radioactive substance. The thesis was written on the ground of a qualitative research using the method of a semi-led interview of seven superintendant medical doctors of Medical Rescue Service from different areas in South Bohemia. The content of the research was an evaluation of possible development and potentional changes in preparing and also consequential activities of medical units at emergency situations with mass casulties. Research questionaire was focused on competence and funcion of medical dispatching centre, establishing work process of first paramedics attending at the place of an emergency situation, also co-operation of medical units with other units of an integrated rescue system and as well the tie-in system to other medical facilities. The aim of the research was establishing hypotheses in terms of Medical Rescue Service of South Bohemia preparadness to solution of emergency situations. Created hypotheses attached to a chapter ¨Discussion¨ may be verified, in the future, by a quantitative research. Other thesis aims are included in attachment part. It represents an interpretation of tactical and testing practise of Medical Rescue Service of South Bohemia from 2006 to 2012 and topics focused on emergency incidents and mapping incidence and solution of emergency incidents with mass casualties in South Bohemia region from 2003 to 2012.
